From February /19; they said my file is in queue for review by a VO pending. still the review has not taken...……. 24 months running

Hello guys, I have a bad news. I got gcms note today, I saw eligibility - failed, others not started. Application status : open. gckey - submitted & ecas : in progress
This means they will refuse us?
In gcms note, I did not see Vo comments about refusal . I mean not mention any where, refused; so in this situation, what I will do now ?​

No comments from vo in note.
I had procedural fairness letter for job misrepresentation on 2018/10/4.
In misrepresentation field , it is mention: " recommend misrepresentation"
Only I saw this. others remain same as before . is this cause for it?

GU : Aug 30th 2019 not sure what this is for

”Next update is from Immigration officer as an email on
Aug 27th.Application is awaiting the review for anofficer.Notification will be sent in due course.”

I saw Application/Profile Updated on Aug 30th, when I go inside and couldn't see anything.

Please advise what could be this for.....
