Your biometrics is still valid you don’t need to go through again
Call CIC
Tell them “I did my biometrics when I applied work permit”
Simple

If you have done biometrics enrollment, the biometrics valid period will be ten years. You are informed that you will pay CAD 170 in the instruction letter. Every applicant pay CAD 85 for biometrics enrollment. So CAD 170 are for two applicants. There are another dependent applicants who need biometrics enrollment in your application.

so you mean they just get the money and no more need for biometrics?

There are many factors that are at work here (visa office , visa officer , your background , your travel history , your past work details etc )
So you might get it in 9 months or later , there is no guaranteee that you will have you case processed in a same way your friend did , official timeline is 18 months , I know some people who had to wait more than 20 months for PPR and also some that got it under 8 months . No file is treated the same way , so you can't compare it to one person when there are thousands other with more than 9 months period . I wish you good luck and patience .

I am sask oid applicant,
My file is in process through paper base application in federal.
My concern is, that my IELTS going to expire in dec’2019 and my file is in process.
So, do i need to reappear for IELTS?
Would cic ask for new valid IELTS score card?

Thank you.
