Permanent Residency and taxes

I was planning to move to Canada in about 2 years time but what happens if I receive my permanent residency card this year and only stay in Canada for a month while I look at apartments. I will not do any work while in Canada. Do I need to file a tax return for the first year?

On Canada website it states that:

You become a resident of Canada for income tax purposes when you establish significant residential ties in Canada. You usually establish these ties on the date you arrive in Canada.

Newcomers to Canada who have established residential ties with Canada may be people who have applied for or received permanent resident status.

Yes I read it. I do not have any residential ties so I guess that means I'm not a tax resident and don't have to file taxes.
