The only way to ask for a review of a refusal is thru the Federal CourtsMy vistor visa was refused last month. I submitted a petition for review, thus reconsideration.
Any idea how long it will take

Why was it refused?
Yes, students are refused frequently because they don't have their own funds and thus are at greater risk to work illegally in Canada. They said I had insufficient funds and personal assets to effect my depature.
And also based on my travel history (I haven’t travelled outside my country yet)
But I clearly stated that I was a student who was being sponsored by my parents. We attached bank statements. Pay slips. And even a letter from my schol confirming that I am in student undergoing a six year program of which i have completed four years

And since you've never travelled outside your home country, they don't know if you're trustworthy enough to go back to your home country after travelling to a developed nation like Canada.
As you've already seen, the statutory declaration means nothing to them. They're not interested in enforcing it and would rather refuse you.Yes I figured. But we sent a statutory declaration declaring that I will return after six weeks.
So after the refusal, I decided to write an appeal for reconsideration. I attached copy of the my sponsor’s payment slips, bank statements and a copy of the declaration again

At this point all you can do is wait. Generally it takes a few months for them to reply. Reconsiderations for TRVs typically aren't considered so you should be prepared that there's a very high chance of refusal. So what do you suggest I do. They sent me a mail just to acknowledge the receipt of my request or reconsideration and it has been attached to my application and will be reviewed shortly by an officer.

In terms of reapplying, if you cannot strengthen your application, then it would be best not to reapply and wait until something significant changes before you do.
Good luck.
