Birth certificate if he was born in Canada.

He was not born in Canada. And he is a UN Convention refugee that was resettled in Canada. He is now a Canadian citizen.
In that case I can't think of any official Canadian document that would have his parents listed.

Okay. We have been thinking if the younger brother can provide a statement of affidavit stating that they are biological brothers.

Will that help?

No idea. Affidavits typically carry very little weight with IRCC.

I assume the brother in Canada listed his brother in his refugee application as a family member?

I have just been told by my friend that the community card and the hospital card has the both parents name listed on it.

Can this be used? Considering the fact that they are government issued documents.

I don't know what a community card is. Do you mean a provincial ID card? If so, these would not list the parents names.

By hospital card - I assume you mean the provincial health care card? If so, no - those certainly do not have the parents name listed.
