No , Lambton collage has different rule. First you will get Letter of Acceptance from collage to convert letter of acceptance into offer letter you need to pay 1 year complete fees. (2 semester fees).
I have received my offer letter only after paying 1 year fees.
In short,i have received conditional offer letter after paying complete fees.

I paid my complete fees after 5 days of receiving the letter of acceptance. Once I paid my 1 year fees i got the offer letter from collage within 2 - 3 days fro JAN-2020.

hi bro , Transcript , Backlog Certificate and Provisional collage certificate will work for visa processing.

Off course u need to mail them the documents on their requisite mail.The official mail-id is on your offer letter or contact the admission cell..u can find on lambton website.
