SOWP, apply on Port of Entry

My wife got study Visa and we would like to travel together to Canada in August. I want to apply for SOWP on Port of Entry and I hold visa exempt Passport. Can someone explain procedure for getting work permit on this way?

Apply for a study permit at the port of entry (POE)
You can apply for a study permit when you enter Canada, if you’re a:

• citizen of the U.S.
• permanent resident of the U.S.
• person who has lawfully been admitted to the U.S. for permanent residence
• resident of Greenland
• resident of Saint-Pierre and Miquelon

Find out which documents you will need to apply. Make sure you have them with you at the POE.

Note: In order to apply for a study permit at an air port of entry, a lawful permanent resident of the U.S. travelling to Canada must apply for and obtain an eTA prior to boarding their flight to Canada.

You have the option of applying for your work permit (spousal) at the border or port of entry - and obtaining it the same day - if you are TRV-exempt, meaning either:

1. You are a citizen of a TRV-exempt country, OR
2. You are a citizen of a TRV-required country, and are re-entering Canada solely from the US

The closest land borders if you are coming to Quebec that process work permits are:

• Lacolle/Champlain
• St. Armand/Phillipsburg
• Stanstead
• Montreal's Trudeau Airport - but only if you are flying in to Montreal from an international destination.

If you don't have access to a car, you can take a bus to the US border

Don't forget to bring:

• Passport
• Valid Study Permit - belonging to the full-time Student
• Immigration Canada application fee: $155 + new $100 fee (as of Feb. 21, 2015) = $255
• All of your supporting documents: proof of medical exam (if applicable), Marriage License/Certificate (translated in either English or in French) or proof of common-law partnership.
  ** IMPORTANT: Immigration Canada plans to expand their biometrics program. Your spouse may be required to provide biometrics when applying for their open work permit at the port of entry.

Wonder if condition #2 still hold true? As it apply to my current status, a citizen of a TRV-required country living in Canada then go to US and re-enter Canada solely from the US. Thanks
