Hello everyone, Thank you for taking the time to read my post. Apologies if my title comes across negatively, I am just really worried :(

My IEC application was refused because I was not able to give my Biometrics within the deadline, I sent a email explaining why and asking for more time but It was still refused, I have sent another message today asking for reconsideration but this is not the biggest issue for me right now.

Next week I am traveling to Canada for two weeks as a tourist ( I am from the UK and already have a eTA ) but my question is, As I've been refused the IEC work permit am I now not allowed to enter Canada at all?

I really need to know asap as I have plans with my girlfriend and this will seriously mess things up.

I have pasted the letter word for word from the immigration.

Thank you for your help, Also any advice on how to get them to reconsider my application would be a great bonus too :)

Thank you for your interest in working in Canada. After careful review of your Work Permit application and supporting documentation under the International Experience Canada Program, I have determined that your application does not meet the requirements of the Immigration and Refugee Protection Act (IRPA) and Immigration and Refugee Protection Regulations (IRPR). I am refusing your application on the following grounds:

• You have not complied with our request for information, per subsection 16(1) of the IRPA. To date, you have failed to comply with our request for biometrics.

• You are found inadmissible to Canada under paragraph 41(a) of the IRPA: through an act or omission which contravenes, directly or indirectly, a provision of this Act.

You are welcome to reapply if you feel that you can respond to these concerns and can demonstrate that your situation meets the requirements. All new applications must be accompanied by a new processing fee""

"You are found inadmissible" that's the biggest concern. Try to check if your ETA is still valid. If it is, then you need to have extremely strong ties to your home country, as this will definitely raise them questions why are you still coming to CA after refusal.

It says no match can be found, Why would I be inadmissible for simply missing my biometrics appointment?

I have to go there my girlfriend is Canadian, This trip has been planned for a long time

Should I try and purchase another eTA?

No match found is not the same as "this eTA is invalid." Double check everything in what you're submitting to make sure you've entered it correctly.

What would be deemed strong ties? I own a house, Have a business and have plans booked later in the month, would this suffice?

My girlfriend is Canadian tho which could make them worry about me overstaying i guess

You may just get questioning from CBSA at the border. Explain to them that the IEC was refused because you missed a biometrics deadline, and you will re-apply after you get home. That should suffice.

Ok thanks for your help, you've helped put my mind at ease :)

I guess the CBSA will have access to the notes on file etc anyway and be able to confirm the reason for refusal, its a pretty simple reason too, missing an appointment is not exactly serious, so ill be prepared for some quizzing and hope for the best.

Thanks

Except that it's recorded as failure to provide information or follow instructions. It shouldn't be serious, but who knows how IRCC looks at it.

Just hope for the best. It may turn out to be nothing at all.

In all honesty, once they ask your purpose of visit just say tourism, and don't mention your girlfriend, especially since she's a Canadian. As for them it might look like you applied for IEC because you wanted to stay with your GF, it got refused and now you are still coming to Canada to be with your GF and might not leave CA after your authorized stay. So, I were you I wound't get into details (AKA - no mention of girlfriend) and just say tourism. THAT'S IT. the refusal is still on your record, whether for missing biometrics or other things... so they KNOW something went wrong there. Bring business documents, property ownership docs, return ticket, and have a clear plan where you will travel during your holiday. and don't mention girlfriend, because it creates a VERY strong tie with Canada.

Yes, only do that explaining IF CBSA asks you. Don't voluntarily explain the IEC refusal.
Yes, don't get into details. Have return ticket, all other documents showing strong ties with home country and if they ask why are you here - tourism. THAT'S IT. If they start digging, then say yes IEC got refused due to missing document, but still wanted to come to Canada for short time - vacation. You should be fine. BUT, if you start telling stories about Canadian girlfriend then it could get much worse.

By applying for IEC, you clearly showed that you wanted to stay in Canada longer than a few weeks... You have a Canadian girlfriend. IEC got refused and you STILL showing at the border. It looks suspicious. So bring as much docs to show ties with the UK as possible.

Ok thank you for your help, If I get put aside into secondary tho due to them seeing the refusal and wanting more information they are going to dig pretty deep aren't they? and so I'm not lying completely as I'm not 100% great at lying and I get anxiety in these situations, do you think it would be ok to say Ill be visiting a friend instead of girlfriend whilst also travelling to a couple of different spots so there aren't holes in my story.
