AR august ( Outland) received mr today from our WHATSAAP group, 1112 noc received more medical request today ...I believe they are issuing r based on NOC and AR date ...

No Daris, timelines are now based on Visa Offices. Before now, all files were treated at CIC Sydney but after the distribution of files to local visa offices, applicants' timelines are now dependant on their local visa offices. This actually explains why processing time went back to 19 months because of less pressure on CIC Sydney.

It is good.Then how candidates are getting mr from different AR date , example june and July applicants are waiting from same visa office, but on the other side September, October applicants are getting mr ....last year they issued mr in a proper way, but now there is no pattern ,

Last year, there were no files transfer.....most files were treated from CIC Sydney which explains why applications were treated chronologically. But this year, things changed. There was file distribution some weeks ago and therefore timelines are now specific to visa offices. Sydney visa office is issuing mr to September applicants right now...find out the applicants that share the same visa office with you to know the pattern of mr issuance in your visa office.

Previous years most of the files were transferred to local visa offices, after first AOR ,all candidates received FT notifications, this year they transferred some files to local visa offices, few are still in Canada only, they received medical requests, example Indian applicant with October AOR received medical request this week , but from NDVO they issued up to May AR

My file was sent to Ottawa a few days back. No FT notification. I saw ecas changed to Application Received, and called CIC to confirm my file is in Ottawa office now (30 mins walk from my home, I'm an inland applicant). No MR, AR May 2018.

I'm still waiting my notes ordered on April 30 2019 (around the time file transferred) to confirm if my file was assigned to Ottawa office RC-6262 (is there another code RC-9515 for Ottawa?) last July.

Every timeline you provided is true and very helpful.
But it really depends on the visa office/batch/case complexity.
Most of my friends/co workers do not brother to report timelines. All of them have never heard of GCMS notes (They only use webform to check status). And only a couple of them know what is ECAS.

A batch of applicants from Dec 2017 to Feb 2018 AR is still waiting for medical extension/security check/DM.
If Sydney is issuing MR for May to Nov applicants within 3 weeks (a batch), they are creating a huge backlog of security checking queue.
