I think yes and also you actually call VFS to know the status. I submitted passport on 23rd April and till date VFS has not received the stamped passport back from Visa Office

I received the following update:

Decision envelope has been couriered from the Canada Visa Application Centre, on 2019/05/06 2019/05/06 via courier partner. To track the status of the shipment, please visit courier partner website.

Does this mean that the passport is already on it's way to where it was submitted from?

Yes, Punjab VFS's are really fast. They are stamping the Visas in Just couple of days.

Well, congrats. Your Application date is prior to mine and so is your stamped passport. Make sense
Seems Delhi Visa Office is busy and I am expected them to take another week. Just hoping to get the stamp passport before 23rd May

Our said the same thing, now it has been changed as well. We are still waiting for PA.
