Asked to pay Right of Permanent Residence Fee

Hi,

Currently only my medical is approved. I am yet to give biometric due to some issue in my letter. My husband biometric is already done. I have been asked to pay Right of Permanent Residence Fee? Could anyone tell why it is been asked as this early stage?
