The processing times only include the fastest 80% of applications, not only will they tell you this but I can attest that this is true: if the current processing time is 1 week then there is no way in hell they have included the applications of the slowest 20% in their calculations, applicants such as myself are just ignored... to give you an idea i've now been waiting for 24 weeks.
Unfortunately, you are probably in the '20% bracket' too since you've been waiting 10 weeks. I doubt you will need to wait as long as me for a decision however so that's some consolation.
A better gauge of how long your application will take is to make a list of things that will slow down your processing, things like: how much traveling have I done? do I have relatives in Canada? have I lived in other countries? etc..
At this point you can order GCMS notes and CBSA notes, but be aware they will mostly likely take 30 days or more to be sent to you. I find case specific enquiries to be completely useless.
One final note, I suspect the London office is just really slow as well. At one point in the last 6 months their processing times were up to 23 weeks while nearly everywhere else was between 4 to 7 weeks. If you want to know why that's so then research "Student direct stream"
