Port of Entry to Canada

Can a person enter into Canada at any Port of Entry after receiving a COPR and one time visa? In the COPR that I received has the Province of Destination as Ontario and City of Destination is Toronto but my plan is to stay in Vancouver, BC.

It is because when you filled the application, you have selected ON as the expected destination.

But you can land anywhere and live anywhere.
