Can I apply for study permit without IELTS report

I was waived for the English proficiency requirement by my college, now I want to apply for a study permit do I need the IELTS report or any other proof of English proficiency. Thank you in advance.

I didn't need to submit anything for English proficiency. But check your country's checklist for everything you need to submit.
I got mine waived during university application because I did my undergrad in the US.

College waiving English test requirement is separate then CIC application requirement. You have to check your home country based CIC requirements for study permit.

If you were waived then just attach a letter from your institution stating such. I did the same and no questions asked.
