Yes i did via webform around 8th March 2019.
I was in this situation in 2018, I applied for BOWP around July without attaching my AOR. Then the processing time was around 58days which supposed to get approved around first week of October. A friend that applied few weeks before me got refused because he didn't attach his AOR, he notified me which I called CIC immediately and they confirmed that yes I could as wewe get refused. They advised me to submit my AOR via the webform which I did around third week of September. Luckily for me I got approved and got my BOWP on the 5th of October 2018. So yes, submitting AOR via webform worked for me and I believed it should work for you as far as you submitted it before a decision is made. When you submit further call CIC to put a note on your file that you submitted via webform incase an officer gets before it gets uploaded. This note will make the officer wait to get AOR before jumping into making a decision. I hope this helps. Thanks
i am also pnp applicant !! i sent my file to cic in april and they received it i didn't get my Aor yet ? my close work permit got expire in october can i apply for bowp ? if yes wt doc's are required for bowp ? nd is it online application or paper based !! pls Reply

I'm under the same situation here. I received the OINP invitation last week and I am going to apply for it on June 12th. I assume that the certificate will be approved between 30-60 days.
However, my work permit will expire on June 23rd, 2019 so I am planning to sent out the BOWP application without AOR by paper. The current processing time for BOWP is 108 days by paper, 99 days by online.
How do I prove to my employer the implied status if I chose the paper submission? Does the receipt and the Canada post tracking number work?
Also, will CIC update your paper application through your CIC account once they receive it? The reason I ask this is because I will have to upload the AOR through online before they make the final decision.
Please help me!!!

Were you waiting for the PNP certificate when you submitting BOWP without AOR? Im under the same situation as yours. If the PNP certificate only takes up to 60 days to process then I think I still get a chance to get AOR before they making the final decision on BOWP(now it takes 99 days to process BOWP). Please advise!
after u submit your pr application to federal till officer begin processing your application, they will give you a msg which is your aor.... then u use the aor and your pnp certification to apply for BOWP, plus condition of u have aor and no restriction of employment , etc to qualified for BOWP. find information on ircc website.
