I just received a final decision from CIC that my dependents (2 children ) in my home country cannot join me as permanent residents because I failed to change my none accompanying condition. Is there anything I can do now.

One parent will need to be in Canada and apply to sponsor the children. It will take 6-10 months. They had to be included on your original PR application but as non-accompanying.
Decision on what? A sponsorship app? Were they medically examined for your PR app?

There is still missing information. If your children were declared and medically examined in your app and you then sponsored them, "none accompanying condition" is not a reason for refusal.
Let's get clarification on the timeline. I'm thinking this. Please correct me if I am wrong.
1) You are being sponsored for PR by a partner.
2) your application for PR had your children declared but as "non-accompanying", accidentally or not...
3) you want to change your children now to "accompanying".
4) the Visa Office has refused because your PR application is too far into processing, ie decision made.
Is this remotely accurate?

Are you trying to reopen a PR application from about 2006? Or, do you have an open application running at the moment?
