Post-medical OUTLAND paper-based PNP apps with Oct/Nov/Dec 2017 AOR

Hi guys,
August 2017 applicant, passed medical 2018 August, then nothing progress, 18 months going to complete in Feb 16 2019. No BG check started. confused what's going on. Any update on the similar timeline please?

I have a good news. At last my ECAS showing Decision Made on 22 March. Now waiting for PPR.

Any idea friends, how many days to wait from DM to PPR. I am MPNP candidate with Singapore Visa Office. Outland applicant.Thanks for your prayer.

Got Decision Made status on Ecas yesterday, however details say the following:

1. We received your application for permanent residence on May 26, 2016.
2. We sent you correspondence acknowledging receipt of your application(s) on August 10, 2016.
3. We started processing your application on August 10, 2016.
4. Medical results have been received.
5. We sent you medical instructions on July 18, 2018. To avoid delays, please provide us the information requested in the letter as soon as possible. Please consider delays in mail delivery before contacting us.

Also, got Pre-Arrival mail in my GCkey Account yesterday and details say the following:

We are reviewing whether you meet the eligibility requirements.
You passed the medical exam.
We do not need additional documents.
You do not need an interview. We will send you a message if this changes.
We do not need your fingerprints. We will send you a message if this changes.
We are processing your background check. We will send you a message if we need more information.
Your application is in progress. We will send you a message once the final decision has been made.

Does this mean that my application has been approved?

Hi! As mentioned above, I got DM on Ecas and Invitation to Pre-Arrival Services in GCkey (both on 27th April). GCkey details still show that eligibility is being reviewed and background check is in progress Could anyone suggest why this is so and in how more time should I expect PPR? What would be the stage of my application right now? Thanks in advance.
