1. Yes, read the instructions. You require a police certificate from any country (except Canada) where you have spent more than 183 days in the 4 years prior to the date of your application.

Within the last 4 years, if you spent 183 days or more in another country (other than Canada), you must provide a police certificate. You must provide a police certificate for each country where you spent 183 days or more. If you cannot get a police certificate, tell us why.
Example 1
In the past 4 years, you took one (1) trip to France that lasted 200 days. You would answer “Yes” to the question and you would need to provide a police certificate from France.
Example 2
In the past 4 years, you took 10 trips to the United States of America (USA). Each trip lasted 3 weeks, for a total of 210 days. You would answer “Yes” to the question and you would need to provide a police certificate from the USA.
Example 3
In the past 4 years, you spent one year (365 days) working in Singapore. While working in Singapore, you took a trip to Malaysia (10 days) and Thailand (10 days). You would answer “Yes” to the question and you would need to provide a police certificate from Singapore. You would not need to provide police certificates from Malaysia or Thailand.
Example 4
In the past 4 years, you took one (1) trip to Europe where you visited Portugal (5 days), Spain (7 days), France (10 days), Belgium (3 days), Netherlands (3 days), Germany (21 days), Switzerland (7 days) and Italy (21 days). You took a second trip to Europe where you visited Ireland (14 days), Scotland (14 days) and England (21 days). You went to Germany for a business trip that lasted 60 days. The total time you were outside of Canada was 186 days but you were not in a single country for 183 days or more. You would answer “No” to the question and you would not need to provide police certificates from any of the countries.

Very well said zardoz. This is true after you become PR and leave the country after becoming PR for 183 days or more. But if you came somewhere in MID 2015 and for the time period between Mid-2014 - Mid-2015 when you were not even PR, you need not submit the PCC. Because for that period you must have submitted PCC with the PR application.

My friend was in a similar situation and he confirmed it with IRCC agent over the phone.
You too can clarify your doubt with IRCC at 1-888-242-2100.

I do not think that's true, that's the first I am hearing of it. Please, make sure to include all documentation required by IRCC!!

Hey, I just report what the Citizenship application Guide states. It says nothing about the situation regarding if you were a PR or not. Caveat Emptor.

Not an expert but I highly suggest you to put a PC in each country you spent at least 183 days in the past 4 years including your home country regardless you did it for PR application or not. It's a new process, nothing to see with the previous one which is PR. if you were not in Canada during the last four years, put a PC from where you were for 183 days or more... That's all, no interpretation.

I was in the same scenario too, arrived in 2015 as PR, never spent more than 183 days in any country since and I did provide a PCC with my PR application. Despite this, I prefer to have a PCC and don't need it, than to need it and don't have it. So I made sure to get a new one from my home country and submit with my citizenship application. The way I see it, if I don't need to have it but submit it anyway, IRCC won't send back my application, but they will if it's the other way around.

Just follow the rules, and they are pretty clear. If more than 183 days in the last 4 years, a PCC is required.
If IRCC only wanted a PCC from the person that spent 183 days outside Canada since the PR landing for those who lived outside the country before, they would have specified so.

You don't need a PCC, you have the same situatiom as my husband, I phoned IRCC twice and got the same answer.
