You definitely have a high chance of getting noi from Ontario if they start issuing for HCP general category.. But I somehow feel Ontario is playing closely with the federal government draws.. they are adopting wait and watch to issue their Noi's.. If the next federal draw is around 445, then Ontario might invite folks with 439-444, which is ridiculous..let's hope there is draw today with 3900 invites , so that the cut off is around 440..then ontario will pick below 439..
