WES do recognize IETE, to get the transcript send the mail to sic iete.
Below is the SIC IETE reply of my query
For getting the transcript processed for WES, you need to pay a fee of Rs.500/-, if you want us to dispatch it to you in India and for dispatching it directly to WES you need to pay $80. You can pay this fee online on our official website and mail us the transaction details along with the scanned copy of your Certificate and Gradesheet.

I got my WES evaluation today, here is the result.

I am not suspecting the veracity of your claim, no please, but I just want to show this to my brother who somehow isn't happy with my verbal assurance. I will be very grateful if you could do that. Hi ,
My name is Madhuresh, I have also completed AMIETE(IT). I sent a mail to SIC and got the same response from their end. I have two query as I am knew in the whole process and I read some changes in the WES process for Indians.
1. Do I need to mention any thing to IETE for directly sending my Transcript to WES like reference no.(WES) or can we do it by our self as well?
2. I have done Mtech from GGSIPU, So do I need approval for both Masters and bachlers degree from WES or the Master is enought for PR.

you need to create an account in WES SITE, get the reference number and send that refernce number to IETE so that they can write that in envelope.
iete can send docs on your behalf and fees is around 80 USD.
for m-tech: To evaluate m-tech, wes may need your bachelor degree as well. There are few masters for which wes does not need bachelors.
