I got my admission in Jan of 2018, then applied for permit which I got by October, so I had to defer my program to fall this year.’
Unfortunately the program only runs during the fall of each year.

I have also submitted Online application for study permit through an agent but i don't have access to my account because they refused giving me access and i couldn't track with VAC tracking ID.

Please HELP me?

I think you can track with VAC ID if applied offline.

I applied online through an Agent but only him has access to the account, is there no way i can track with the tracking ID or reference no given to me by VAC?

use the receipt they gave you and get a tracking number from there ...which u can use trace yo application
