Well, did you check all pages of the PDF? Does your "Level of Achievement outside of Canada" covered the entire single page, and there is no room left to type anything on that single page (usually this happens when you have many degree to evaluate like 3-4 degrees). If yes, then they must have mentioned "Level of Achievement outside of Canada" in another page, and they only scanned first page and uploaded it.
