Yes, you can do all the above mentioned activities but you won't get a work permit on a tourist visa. You have to go back and apply for the permit. And as far as PR is concerned, you can apply from anywhere provided that you can arrange documents relating to your travels.

Hi, my sister has 443 but she did not get ITA today... As profile created on 15 jan 2019. Now, Ontario and other provinces have issued large PNPs so will be able to get in the Feb 6 draw? Also I myself have 429, so if she gets ITA can I get points for sibling straight away or will have to wait till she lands in Canada ?

She has a good chance to get an ITA in the next draw.
Ontario has issued invites, it will take few months to get converted to a nomination. In any case there is constant intake to the pool which is keeping the cut off around the 440 mark.
Sibling points are provided only after your sister lands and becomes a PR.

50% chance. The intake in 2 weeks is enough to keep the cut off around 440-443 range, so cannot say anything for sure.

You will have to wait till she lands. One of the documents required is proof of residence such as utility bills or rent/ lease document on her name. Signed Copr and birth certificate (for proof of relationship) are the other two documents you will need.
