I see. Still we have no justification for 'security not started' cases. :(
it appears to me they probably want to review my eligibility again i am assuming it based on the fact that they were suppose to assign to CB-something by dec 16 - this information is under Application Assessment Page 2. I searched around the forum, most people who got that in the note had their eligibility reviewed. Again, I could be wrong. :p I am just making hypothesis. As of last week, the agents told me my eligibility is recommend pass, so I guess the review or re-assessment was not done as of yet.

anyways not much can be done from our side. apart from "proactively" waiting.

i think its not batch. They simply held back on some approved cases probably to skim through those again. It could very well be system glitch or something totally differently. But I am assuming this could be one of many reason why the process is slow now.

As the news mentioned there were department change and all. moreover if I rely on myimmitracker data - it suggests that the process definitely got slowed. July applicants are at 60%-ish.

It is also mentioned "I don't believe this is the only case. I think that this is probably more common than we believe, and it comes down to process, it comes down to organizational structure and it comes down to investment in officers. So, it's concerning."

I would hazard a guess, they are doing some thorough checks now, maybe they were even skimming through approved applications as well.

They have let in a person of national security concern and speculating that there are more such cases, this is actually a pretty big issue.
The key takeaway for me from this is that sooner or later they would put an independent/civilian oversight over CBSA, similar to how CSIS was born out of RCMP. And yes maybe that prompted longer time in general for security checks starting mid-year 2018, both to start and to finish, as the notes from the CBSA president was sent to the Public Safety ministry only "early 2018".

As for whether that is related to my case, I've refrained from speculating too much for my own good. :p

I am currently on study permit in Canada and I have applied for PR under FSW category in June and still waiting for the decision .

My study permit will expire in March 2019 and was wondering just in case I don’t hear back from CIC till than can I leave Canada and come back after I receive PPR ?

Also if yes ,than do I have inform CIC about it and request for change of VO office? Will it make any difference in the processing of my application or not ?

apply for Bridging open work permit as soon as possible. if you want to keep your job. Yes I gusss you have to inform CIC. But I will recommend you talk to an agent over call.
