Passport Request .. please help

Hi Good Day!
My husband received passport request yesterday he is in Taiwan right now, but he is a Pilipino Citizen.
Where are we supposed to send his passport request? I'm sponsoring him last May 2018. He is ready for Canada Visa. Are we supposed to send that to Manila? or there is anything in Taiwan? Thanks
