Are those the rules for your country? That they keep the old passport with themselves and just hand over the new one to you? In my country you get to keep your old passport because many times there are valid visas on the old passport (like US multiple entry visa valid for 5 years) that you can't just apply for every time you have a passport change. So if somebody has visas for 50 countries on their old passport they will lose all of them? That sounds implausible. Are you sure those are the rules?
That's what happened when I renewed my children's passports. They retained the old one... three weeks later I got the new ones

Maybe they do this for children under 18 or those without any valid visas? Can you confirm this?

I would still go for a new passport now. Because it looks like you will have to trade in your old passport in any case. Once your PPR comes you can raise a CSE about having a new passport and get visa stamped on that too.

Well is not that nonsense after all. If they allow you to keep your old passport, at some point in time you will have two valid passports.
I will confirm with local authorities first thing in the morning just in case.
Just to confirm I got this right, I can update my passport info through CSE even AFTER PPR, right?

I believe so. Other members can confirm this as well.

You can also search the forum for similar situation. I believe other people have had situations where they had less than 6 months left for passport renewal and they were waiting for Passport request to come in from CIC.

get a new passport now and update IRCC via cse and end all uncertainty. Nothing harm on this.
