Your list does not exist for Ontario anymore. Now they have plenty PNP that are above 430 (and many of them are IT), so they do not really need to consider to invite anybody below 400 unless he has something special (French or a job offer).

highly unlikely unless there are two back-to-back 3900 draws. The competition in 2018 has gotten really stiff, and I think it's going to only climb further in 2019.
