Yes, CIC agents can access the same info found in the GCMS notes.
Moreover, if you are certain that you are in the IP2 Stage then for sure you passed the eligibility (most important stage). And now you are in the security/background checks, your hands are tied here bro, you can't do anything.
N.B the only reason to call CIC or order GCMS notes is just to find out whether you are stuck at eligibility stage, then one can take pre-remedial actions. If eligibility is passed then it is of no use to do the aforementioned. Chill and wait the finalization of your application.
I am 'pretty sure' I am in IP2, since my GCMS shows 'eligibility met', and my CIC portal shows 'BG in progress'. I have no problems in waiting, I just want to have an idea of how long, for planning purposes.
If my BG is going 'normal', I should receive the PPR in about a month or less, and I can plan my next moves accordingly. Also, my medical exams expire in May, so I 'have' to land before that to avoid spending more time and money in a new medical exam. It gives me around 5 months to land from now, and within this timeframe I have to decide in which city I am going to settle, find a job, sell everything I have, deal with all the bureaucracy for leaving my home country, and so on... it takes a lot of time!
But if I am under security screening, there is no point in making plans as it could last as long as they see fit.
