Hello there, i have no change in my application status till 12 oct 2018 . I have applied general online visa file and my Cic account showing same status.

Well.. which city embassy did it go to? Bangalore is way too slow due to PR work load. Delhi only does student visa so they are fast

Can the decision in any case come after the program start date or does it always come before the start date of the program?

They generally try to give it before but, if they are not satisfied with the application then there might be delay.

My nephew applied on 16 oct at Chandigarh embassy. Review started on 23 nov. Still waiting for final decision.
