You're not missing anything and visa offices can change many times during the process. They generally do so for load redistribution.
Thank you..!!

Is the delay on the file may be due to following reason:

I was Permanent Resident in 2001, I came to Canada with my family, I was minor at that time.
But soon in 3 months we had to leave the country due some social reasons back home, we never returned to Canada, but we did try travel document in 2006 and were not given Reason: Should consider completing my studies and then try for PR.

Last year in 2017 my parents applied for their Visitors to visit me and they were told that their Permanent resident file of 2001 is still open and if they want their Visitors they will need to renounce their Permanent residency of 2001. So they did renounce their Permanent Residency, but not mine.

If this is the case delaying my file, how do I need to clear this out with Immigration Canada.

Can someone suggest me what should be done here please.

Thank You,
Aditya.

This is too complicated for me to answer. @legalfalcon may be the right person to weigh in on this.

Dear *******
I spoke to IRCC regarding your application received Mar 28, 2018. It is at the Case Processing Center in Ottawa.

Standard processing time is 6 months. This means 80% of routine applications are completed within that time frame, while 20% take longer.

Eligibility passed.

Criminality passed Sept 19, 2018.

Security checks have not been initiated. They cannot be expedited and timelines are not available.

Medicals are valid until Feb 21, 2019.

There are two aspects to your questions.

1. If you were ever granted PR status in Canada and you landed here as a PR, you will continue to be one until you renounce it. Just because your did not maintain the the PR residency requirements is not by itself sufficient to renounce PR status, though it is one of the factors which will lead to it.

2. Coming to the core issue now, first you will have to find out if you are still have a PR status, and if you do, then IRCC will be concerned about your intent to reside in Canada after your current application is approved. Which should not be an issue since you were a child when you last failed to meet the residency requirement.

Have you addressed point 2 in your application?

Eligibility is in process – review required.

Criminality passed Aug 6, 2018.

Security checks have not been initiated. They cannot be expedited and timelines are not available.

Medicals are valid until Feb 2019.

My question is how long we LL have to wait :(

Have you ordered GCMS notes? Do you know why there is review required?

Yes I ordered gcms notes. They have not given me any points for my work experience and reduced my score to 394. I have submitted my bank statement, salary slios, job duties letter and all other documents asked by them. They didn't ask for any additional documents. Now I really don't know what should I do. Any suggestions??

What was the exact reason given in the GCMS notes? When you say you provided documents ... did you mean in response to learning that there was review required or initial documents?

No I had submitted the documents initially only after that I didn't submit any document and there was no such reason mentioned just my score was reduced

The fact that he reduced score shows that he had some concern on the documentation sent with application. And hence need to figure out what that might be. If you're saying he didn't say any reason for doing so then its weird (but possible) and you can't do much but to wait for them to ask for additional documentation. In case he had mentioned the reason of reducing score than there was a possibility of uploading additional documentation using CSE.

He has written
A11.2: review required R75: few minimum requirements-Review required R76: selection criteria-fsw points/funds: review required fsw points total:63 ready to finalize rprf: complete

Can you tell what does this mean??
