Why study permit processing changes

Hi,
The study permit processing time for Afghanistan was 6 weeks. But just recently it changed to 8 weeks.
I am wondering if anybody knows the reason for changing the processing time?
Is it because CIC receive applications from that country ?
or is it because the citizen of that country have less chance of visa approval that ?

Appreciate your comments.

The average processing times go up and down all the time. Whether that is because of volume of applications from a particular country or just balancing demand across multiple countries versus staff availabilty only IRCC really knows. Unlikely to have anything to do with the approval success rate.
