Im from india and my wife is Canadian passport holder and applied for me the application process starts at August 16,2018.and medical reports they received already. When i got PPR?

You would be wrong. IRCC will first determine your wife’s eligibility to sponsor you. That won’t start until after 6-8 weeks after you send the application. Expect that to take a month. Your application will then start processing. That can take months depending on the application. You have quite a bit longer to wait.
okay.my application submitted on March 14 and medical req on May 14 . cic file status shows processing starts on 16 August. Could you guys help me out when i got PPR ?
Just a guess, but I would think sometime between January and March, 2019

They haven't shortened it to eight months. Don't get hopes up without solid proof, please. It's a little cruel.
Unless they are your specific case officer, consider this a rumour.
