Updated Address: 7th Sept
Ghost update: 10th Oct (for spouse and 1 child only)
Email from CIC: 10th Oct (Sent to PA to submit another photo)
No update for 2nd child
Should new photos be submitted for
(1) PA only OR
(2)PA and 2nd child?
Tried to call IRCC to speak with agent but not successful.

I was in similar situation
Landed on 21 July( Me + Spouse+ 2 Kids)
Got Photo re submission request for me, but had not updates regarding my spouse application. Photos of my Kids got approved. I sent my photo and spouse photo in single envelop. My wife's PR application got approved and received PR Card. Mine is still "Submitted". Photo reached there on Sep 12

As per my thinking should have received card by OCT -9th . You need to check with canada post . Also did you call them and checked addred which they are sending ? and is same the one you are in ?
I had changed my address online after I gave the one where I supposed to go after landing. I called CIC 2 times, talked to 2 different agents and both confirmed that the card will come to the new address. As I am reading thru some threads looks like it can take upto a couple of weeks for CIC to print and post the cards after approval.

I also Landed on 7th Sep Toronto Pearson but there is no update for me. Are you single applicant?

I am also waiting since 12 days post Ghost update. Apparently processing time has changed from 63 days to 70 days hence I believe the wait is longer.
But as per my understanding from the seniors if u get Ghost update the photo has been accepted and uploaded.
