Nov 18 2016, My file was also transferred to winnipeg office.
Got Decision made on ecas on August 28 2018 and got an email from CIC winnipeg on Sept 4 2018 for final permanent resident interview.

When did they transfer your file to Winnipeg office?
Mine got transferred 1st week on may 2018.
Please let me know
