Hello. My boyfriend is currently leaving in the US and he has a pending asylum case. He has a work permit in the US but he wants to move to Canada permanently. I am a Canadian permanent Resident and we want to get married soon. We have been dating for years now. how can i help him come to Canada? Can he come as a visitor then we get married so he can get on my papers?

His chances of getting a TRV are zero. You would have to go to the US to get married. His status won’t have any effect on a spousal sponsorship, as long as you are honest about his status. You may face some significant scrutiny of your relationship, so be prepared. If he leaves the US, he won’t be allowed to return, so make sure you have everything approved before he attempts to leave.

That is really bad advice. It almost certainly will fail.
