i have nearly a year and half experience in Drug safety from India post which i did PG diploma in Canada. So while filing for express entry, can I state both work experience from India as well as education gained in canada? because from what I heard, you can not show both work exp as well as education following that.

If he can show you a rule somewhere on IRCC website then great .. else I think you need to find a better consultant. Unless he said that in some context.
I don't see a reason why you couldn't do that. The only reason I can think of is if your diploma in Canada is a prerequisite to be able to qualify for your NOC (for example, in some regulated professions). Lots of people go back to school later in life; it would make no sense to discredit any work experience prior to this.
