PNP should be your last resort. Many PNP programs require either
1) a job offer from the province, or 2) french language skills, or 3)degree from within the province (or a combination of any of these).
However, if you can maximum your IELTS score (ie. CLB 9 or 10)? IELTS is the easiest controlled way.
Also, see you if you can come to Canada for 1 year diploma (~ costs about 15k plus living expenses). This will sure guarantees you a PGWP which you can use to stay in Canada and be able to work.
