I think most colleges/unis are now open for winter 2019 semesters intake. It would now depend on which city or province you would like to apply for your PG. If you would like to apply for a PGWP after your program, make sure that your preferred DLI offers programs that will make you eligible for PGWP:

your ielts is good, as well as your financial status. are you from a country that is qualfied for sds? if you could prove strong ties to your home country, then you’re good to go. write a strong sop. good luck!
