Study permit at transit or final destination airport

I'm an international student coming for the first time to study in Canada. My first landing in Canada is in Montreal airport (transit) and final destination is Toronto Pearson. Where would I get my study permit ?

In case it's issued in Montreal, How it takes on avergae to issue the permit ? (my transit time is only 1:20hr, so I am afraid I may miss my connection flight to Toronto.

You won’t encounter immigration directly in Toronto, as it would be a domestic flight. And 11/2 hours is probably cutting it close.

If anybody has past experience with missing a flight in such way, will the airlines (AirCanada in my case) book him another flight at no additional costs ? or it will be his fault ?

It depends. If you booked your entire travel on a single ticket - normally they'll just put you on the next flight for no cost. If you booked the Montreal - Toronto flight separately, then it's hard to say and you may be charged a fee if you miss the flight.

I'm traveling to Fredericton and my port of entry is Montreal. How much time would it take for study permit to be issued at montreal? My layover time is 1h 40min.
