Hello Bryanna,

I would be really grateful if u could suggest me some ways to outcome from my recent and previous refusals (2 recent and 3 previous).

1. Sept. 2013
Reasons- i. Travel history
II. Family ties in CANADA and in your country of residence

2. June.2015
Reasons- I. Current employment situation
ii. personal assets & financial status
iii. I’m not satisfied that u have sufficient fund

3. Dec.2015
Reasons: i. Travel history
ii. Purpose of visit
iii. Family ties in Canada and your country of residence

4. Applied online 21.04.2018 (Visitor Visa)
Refused on 26.05.2018
Reasons: i. Travel history
ii. Purpose of visit
Documents submitted: 1. Exam confirmation email (as I had to go to appear for my Journeypersons licensing exam that was scheduled on 26.06.2018, Ontario)
2. Trades persons license certificate from Ontario college of trades
3. Cousin's passport, T4, she is on work permit and living in BC
4. Last two years ITR
5. Last 3 months pay slips (I'm Junior Engineer in PSU since 2008)
6. EPF passbook
7. IELTS (GT & AC) & DELF A2
8. Declaration letter about previous 3 refusals (2014-1 & 2015 -2)
9. Last 6 months bank statement

1. Applied offline 01.06.2018 (Visitor Visa)
Refused on 16.06.2018
Reasons: i. Travel history
ii. Purpose of visit
iii. Other reason- failed to demonstrate you are well established in tour country of nationality
Documents submitted: 1. Exam confirmation email - same as before
2. Trades persons license certificate from Ontario college of trades- same as before
3. Cousin's passport, T4, she is on work permit and living in BC- same as before
4. Last two years ITR- same as before
5. Last 3 months pay slips- same as before
6. EPF passbook- same as before
7. IELTS (GT & AC) & DELF A2 - same as before
8. Declaration letter about previous 3 refusals (2014-1 & 2015 -2)- same as before

Do you have anything that would tie you to your home country.....give you a reason to return? Property? Spouse? Kids? Have you travelled to any of the other visa required countries like UK USA etc? I think applying that many times and two times now in quick succession might make it seem like you are desperate to come to Canada and might not be a good idea to apply again until you can drastically improve your situation back home. From what I read so far Bryanna is a great source, so she will be able to help you further. Those are my thoughts.

Is this exam only available in Canada and not in your home country or other countries. What are the benefits of taking it here?
That land plot, is it in your name or your parents name? The rented flat whose name is on the lease?

Yes, that exam is specific to Ontario province which gives license to work in my technical trade over there. Upon clearing that exam I'll be eligible to apply for PR under FSTP. The land plot is mutually on my and my bro's name. The lease agreement is on my name.

Furthermore I think when a person applies for a study visa he has to still show his non immigrant intent in his Statement of purpose about his study and what would he make of his studies in respect to working in his home country once he completes his study in Canada. This is the one area of concern I found in your application . @Bryanna would guide you. IMO you should have had applied for CAIPS notes before going in for so many applications and hence showing desperation without finding out VO concern about your application. Good luck

I am not a professional in this field but taking a cue from whatever u described in your application about your plans to appear for a programme which is specifically for Ontario province in itself proves your immigrat intent which is in contrast with the spirit of issueing a TRV- Yes, VO might think that I’ll be prospective immigrant intention but what’s wrong in it ? I’m asking for just 10 days visitor visa to appear for my exam and thereby to be eligible to apply under FSTP, if I clear the exam. Also I’m having good govt. job, so why would I leave it and will overstay there illegally ? Well I that case my brother there is a study permit. Which entitles you to study in Canada. Anything which pertains to permanent settlement in Canada is taken as a immigrant intent and and instant refusal. You can refer to an immigration lawyer to clarify or get CAIPS note. Getting refused for 5 times .. there must be a cause of concern for the VO. As you said you have a sturdy job good finance and family ties to India the only thing left out is the course you are going to pursue and hence refused for five times. @Bryanna please shed some light in this case.

- Yeah, I know there is study permit option (in fact, I have already LOA in my area of study from Ontario college for JAN 2019 intake, but's second option for me)...
- If I just have to appear for one day exam then why would I choose study permit option ? (Though I would also like to upgrade my skills by joining the course for which I already got LOA, but that is another matter)
- Here I'm finding a way to overcome any future refusal as I'm gonna try one more time for TRV and if it will not work then I would go for study permit ...
- Yes, I had already CAIPS for my earlier 3 refusals but at that time the situations were different than now... However I don't have CAIPS for my recent 2 refusals...

@Bryanna, I'm eagerly awaiting ur reply... Please throw some light on my case....

I think you would find the the other posters are correct and IRCC assumes, given the frequency and intent of your travel, that there is a risk you will overstay. The fact you are applying to take a trade certification for Ontario as your primary reason for travel provides strong evidence you are not a visitor to Canada, hence the reason for the refusals. IMO, given the number of refusals, continued attempts at applying in rapid succession do make it seem like you are desperate and will likely (but not definitely) be refused.
Is there a reason you haven’t applied to immigrate if that is ultimately the intention?

I guess your best bet would be to leave the intent of trying to apply for a TRV and pursue your ultimate goal for upgrading your skill and thus applying for a study permit for the same. I would also suggest to get GCMS notes for both the previous refusals and try and overcome the concerns of the VO about the immigrant intent as it also one of the reasons of denial of the study permit though the study permit is a clear pathway to get a legal permanent residency in Canada but you still have to overcome the immigrant intent in study permit as well. I think this is the best possible solution. God bless you in all you do ..

I agree with the others. You have a slim to none chance for a TRV approval. You should try applying for a study permit instead because based on your posts/messages, you may not have the necessary points to immigrate through EE

- Yes, I know that based on my profile, my application seems more emphasized intention to immigrate rather than to temporary visit, but it's not my genuine intension. I wanna just visit to appear for my Trade Certification exam only and thereby fulfill the eligibility criteria to apply under FSTP.
- isn't it possible to visit that has dual intention (I.e. visit+Appearing for exam) ?
- is it necessary to apply under student visa even if one has to appear for just one day exam ?
- About my admission letter, I mentioned in my last TRV application cover letter that I just want appear for my Trade certification exam only and this admission (Conestoga) is to upgrade my present skills level only and to fulfill the gap between my present skills and skills required to work in Canada. I also mentioned in my second last application my genuine intention that after successfully completion of the Certificate of qualification exam I can be qualified applicant under FSTP. Do you think it was my mistake ?
