Should I apply for a PNP after creating my Express Entry profile?

Hello everyone.

My apologies if I sound stupid, but I haven't thought about PNP until a few days ago when I got the reevaluated IELTS score and my writing band hasn't changed from 6.5. Therefore, my CRS stopped at 385.

I'm now thinking about the PNP but I'm not sure about the process.

After creating my EE profile, should I wait for an invitation (if I got selected by a miracle) and then apply, or should I apply to the desired provenance first to get an invitation?

Which NOC?

Some states like want you to apply to them first when the intake opens.

Nova Scotia category B is without job offer, look for their next intake.
