Using Sibling Points for Express Entry

Hello Everybody,
I have received my ITA and submitted my e-APR and now waiting for my COPR. My real younger brother is also interested in moving to Canada through Express Entry. Now by when can he show my sibling connection to gain extra sibling points (+15 points)?
1) Once I receive my COPR?
2) Once I get my PR card after landing in Canada?
3) Once I complete 2 years in Canada?

Reason being, I will do a soft landing in Canada in almost last month of my expiry and then move to Canada eventually after an year of soft landing.

After you land in Canada and start living there. For your brother to claim points for a sibling, you have to be living in Canada.
