i already send them with my file in march 2013 and got AOR in 30 april 2013 .

don't you think the whole reason for RCMP finger print is for criminal checks

before leaving if i did finger printing doesn't it show the whole information required for CEC Visa officer.

that i have no criminal record or refugee claimant till this date and after that i left canada and i do attached my PCC from india.

oh no.. not 3 months..

The rule is that the police check must be received by CIC within 3 months of date of issue..

Furthermore, it is valid for 1 year from date of issue.. so if you have already submitted the report within 3 months, than you have passed the first barrier.
These results are good until March 2014 if you did it in March 2013. You will pass the criminality chk before that and CIC will not ask for it again.

however, I still don't understand when you did it.. cuz you wrote 2012 in your original post..

Police clearance from Canada is not required. What is required is a police clearance from every country EXCEPT CANADA that you have lived in for at least 6 months. Your home country, any other country that you studied/worked/stayed in ...

If CIC later determines that you need the RCMP clearance, it will have to be a new (up-to-date) clearance.

So does this mean we should not do upfront RCMP clearance?

Correct. It is not needed. CIC will request it if they are not able to find your records while only using a name based search. For example, if you have a common first and last name then they may ask you do a verified criminal records check with the RCMP as this gets your finger prints and it is the best way to get your records checked. By all means, if you have the funds go ahead and do one if you feel like. It will not affect your application negatively.
