Hi!
I am an Indian citizen currently residing in Canada on my open work-permit(PGWPP) after my postgrad and do plan to eventually apply for PR. I have done some preliminary research and have established that in any case, it will be better to get married asap so that our relationship gets to more serious level, no matter what route we take.
What I am unsure is how to go ahead after marriage. The objective, obviously, is to get her here as quickly as possible. I am thinking of applying for tourist visa right after getting married and getting married registered and applying for PR under CEC once she gets here. I am unsure as in how can I present this case strongly. I am not sure if I should simply tell the truth in the Tourist visa application that we would end up applying for permanent residence and want to get tourist visa so that she can travel before we get our PR finalized or we should apply for her tourist visa before we get married.
Eventually if nothing else works out, I can always get married, come back here and apply for PR under CEC and sponsor her in my application. In this case I am not sure how it will work, because both of us will be in different countries and I am not sure where we will send our passports. Another doubt I have here is that I know in general CEC applications are handled quicker but I am not sure how us applying together will impact my case for permanent residence.
As you can see, I am really confused as to how to go forward from here. Will it be better if I simply go to a lawyer and explain everything there? Any help will be much appreciated.
P.S. Eventually my girlfriend would want to get back to school in Canada and we are exploring that path also but its already very late for Fall '18 and we are thinking on getting married this summer.

You don’t need a lawyer. Your case is straightforward and simple since you eventually do plan to marry your GF, the only “complication” (but it isn’t) is just in your timing. Being in different countries while a PR application is being processed is also irrelevant. You are allowed to send passports in your respective countries.

Does she qualify for a TRV or even PR on her own merit? That is surely the way to get her to Canada quicker. If she doesn’t have a job or education and she would have to rely on your “sponsorship” for a TRV, then applying for PR after you get married and listing her as a dependent in your application is the way to go.

Having her study after you get PR will also be cheaper as she’ll be entitled to domestic fees, loans and grants.

Thanks for the reply. In my understanding, she can qualify on her own for TRV but probably not for PR. If not on her own then probably with her dad's financial support(because of her low wage in her job), she can easily get TRV. I also have other family in Toronto both PR and citizen who can give a letter of invitation. The doubt in this I have is if she should apply for TRV before getting married. If you say she has a low wage job and she needs her dad's financial support, her chances of getting a TRV are very low, before and after you are married.

Go to the Visitors section of this forum or go ahead and apply if you do not want to believe me. IMO, 98% chance she is going to get denied.

Your #4 option, adding her as a dependent in your PR application after you get married is pretty much your only shot.

You are counting your chickens before they hatch. Check what are the conditions for you to get PR (check Express entry section).
Then go with evaluation your language skills. Check how much your diploma is worth and if the job that you have is a qualified job. And then do a preliminary calculation how many CRS points you will have.
It is not that easy to get ITA (invitation to apply) these days
As for your GF, if she has low chance for a visitor visa, then you shall visit here and depending how things go to marry her at some point. Then you can either add her to your application if you are already that far or sponsor her (if you will become PR before marriage).

But the more difficult and important part is to get the PR

I don't think you understood my original question completely. I am sorry if I didn't frame it properly. I have Canadian education and Canadian work experience, I have permanent job in Canada and am currently on post graduate work permit(which ultimately is open work permit). I have been working as Software Engineer since I graduated so my job type is also mentioned in NOC, ie Type - A. I will be applying under Canadian Experience Class and my education is Master of Engineering from a reputed Canadian school with 8 IELTS. I don't think PR will be that big of trouble for me based on whatever research I have done and the way it has been for my colleagues and school mates. Eventually, I can always get her here with this route. My objective with all this is to cut the time for her arrival.

If she has the qualifications to apply as FSW or PNP on her own through Express Entry, that would be it. Otherwise, it will have to be marriage and sponsorship, given that she likely cannot get a TRV.

Thanks for the reply. I do understand both of those points. In any circumstance, I'll apply for PR only after getting married (and as soon as I get married) and that is the reason we decided to get married this summer.
My objective here is to cut down the wait time (time which will be taken by CIC in processing PR after which she will be able to travel). That is why the point of TRV came up in mind, so that she can travel during this waiting period.

We all understand you want your future wife to come to join you as soon as possible but she may not get a trv. Applying for PR as a married couple should usually take around 6 months where as spousal sponsorship is around 12 months.

Canadian Master will give you +30 points. (against what foreign diploma would give you)
In IELTS test - it depends what you have in each category (you can get max. points for CBL 10 in all 4 skills)
Work experience - any work experience during your studies in Canada is not counted for CRS points. Only whatever you get after graduation.
Skilled Canadian work experience will get you extra points (and help with transferability if that help is needed). However you will need 12 months or more of such work experience to get the bonus points.
One thing you did not mention was your age. If you are under 30 years old you should get full points. Anything above will cost you points.

Points requirements in EE are the same for everybody regardless if you are PNP, CEC, FSW or FST. It is very rare to see draws that only invite certain group (in the past there was only one CEC exclusive draw in 2015, and few PNP and FST draws).

EE is changing as more and more people enter the pool. So it is hard to compare if it will be for you as easy as it was for others.

Thanks for the detailed response. I have over one year of full-time skilled work experience in Canada and I am 25. I am aware of the EE process and your response gives more clarity.

My primary objective here was to find the optimal route for my girlfriend/wife before I start my PR application process.
