question about police certificates

i ended up getting my 2017 application sent back because i did not include my american spouses passport and the 2018 checklist is pretty different. i am the sponsor and he's the PA btw. the main thing i noticed is #4 on the official check list: police certificates it says:

"You (the principal applicant), and any family members 18 or older (who are not already Canadian citizens or permanent residents), must submit police certificates from the following country or countries with your application"

this has left me so confused. we do not have any kids for reference. does my husband submit his police certificates? he has a lot of siblings that all are american and this makes it seem like every member of the family needs to send this info in as well. which would be impossible. it's not clear to me but maybe i'm over thinking it?!

Family members in IRCC’s definition are your spouse and your children. Not siblings.
