HI, My friend got a valid study Visa for bachelor program. Now he wish to do a diploma program in Canada as he wil learn practically all things . SO Now he is considering to do a Diploma Course . So does he have to apply for new study visa or just this visa is fine. All just he have to do is get a offer letter from that particular program and inform CIC about changing college and Program.

If both the institutes are DIL then inform IRCC that you changing DIL and the level of study.
You can do this by your CIC account on IRCC website after linking your study permit application to your account.
You'll need the new offer letter, only then you're eligible for changing DIL
your permit will be transferred from bachelor program to diploma program.

So If I get offer from a particular college for a diploma program will there be any problem in airport , I mean will the Border service agency hesitate to give me study permit.

I am going to Canada next month and i never had this kind of experience before, but you can contact your college Facebook group. I am sure someone will help you. Try connecting students of the college that you are going to join, it will help you a lot (specially the students of your city or country, it will also give you a home like filling. it is very helpful in the starting days)...
