Yes COPR always comes along in the packet carrying passport..
We emailed at DELHIIMMIGRATION@INTERNATIONAL.GC.CA

For us it was 25 days...for the PP to come back...usually it takes max 10 days...bt idk why it took so long..out of frustration we wrote and email to the delhiimmigration...that we need the passports back..lol..and they sent it the same day..
