I should also mention that he has spent most of his time in the US since his 18th birthday, however it was spent there illegally, except for entering the country and the 6 month visitor period. Its still possible to get a record check without any documention?
And he also needs PCC from his country of origin as well, if he left his country of origin after his 18th birthday. And since he didn't legally live in US longer than 12 months, if there is an interview request, he has to go back to the VO of his country of origin to attend it, which means he wouldn't come back to US for 10 years.

What does VO mean? And why would he have to go to his home country for the interview if we applied inland?

No offense, because I assumed you applied outland, since you said he lived in US illegally. And it is quite odd that he can get a TRV to go to Canada.
I'm not gunna lie, the first time he came into Canada, it was very difficult to convinve CBSA to let him in, the other times, however have been a breeze.
