Hello,

Me and my wife went for ink-rolled fingerprinting. We took 2 sets of fingerprints from 2 different vendors.

My wife's fingerprint was rejected by FBI with reason:

"The quality of the characteristics is too low to be used"

What are our options ?

Has anyone submitted digital fingerprints instead of ink-based ? ( We are non US citizens residing on USA east coast. )

We still have slightly under a month before we can submit our application.

I took a livescan fingerprint earlier this month and it's accepted by FBI. I used fastfingerprints.com, and they charged $35 for a couple of fingerprint cards. Expensive but I had no choice as the local police station didn't help. They said in case if the prints are not accepted by FBI, they can get it done for free the next time. Not sure whether all centers will do that, but at least the one in Cincinnati assured me that.

Hi Guys,

Need urgent help.
My fingerprints were rejected by FBI with the reason "The quality of the characteristics is too low to be used".

Q1# I would prefer to get fingerprinted electronically this time. Can some one please pin point to locations who provide electronic fingerprinting on FD-258 card around Philadelphia area. If not Washington DC, New York, Maryland, Delaware, Virginia, NJ are fine too. I have called many locations and they all have told me that ink fingerprinting is the only option for me as I am neither a US citizen nor a US permanent resident.

Q#2 My second question is, does anyone have any experience wherein they their application was rejected by CIC as they couldn't get the FBI PCC due to constant fingerprint rejection.

Any inputs will be much appreciated.

Go for live scan fingerprint. I did at local police station in NH which did live scan fingerprint for free.

Hi DEEPCUR,

Thanks for the quick response. Let me try going to a police station.
As all other fingerprint technicians from different agencies have told me they cant get live scan done for me as I am not a citizen/perm resident or they cant do live scan for me for immigration purposes.

1 more question, did the police station from NH later transfer the digital fingerprints on FD-258 card for you?

Yes they did print it on FD 258. But one needs to be resident of the town to which the police station is associated for them to do that in NH. They checked the license and confirm that.

My wife has got her fingerprints denied 3 times in last 2 years. I can't understand what is wrong with her fingerprints. I called FBI and asked if I can do LiveScan. They said that we can, but we will need a hardcopy which are printed on FD-258. So after doing some research, I found this company Identogo, which provides live scanning printed on FD-258. It's only available in few states, but I thought let me share it anyways. We got her fingerprints through there yesterday, and they look good. But let's see if FBI is able to process them this time.

My wife and I got two sets of ink rolled fingerprints from a local police station here in New England for free. My finger prints were accepted and wife’s were rejected due to quality reasons.

We were thinking of using live scan fingerprint, we have one nearby called "Biometric Identification Services", they charge $25, but instead I used the edo process to send out the second fingerprint card which we had got initially.


We do not think the card which was accepted was any different than the one rejected . So If you have a extra card send it out using edo process!

You can submit the request for FBI Summary check online now and mail the fingerprints to them. You will get the summary in 4-5 days

Go to https://www.edo.cjis.gov.

Current processing time for Identity History Summary requests submitted electronically is estimated to be three to five business days upon receipt of the fingerprint card. Allow additional time for mail delivery if this option was selected during the request process

Thanks a lot guys, I wanted to provide an update on my situation.
I again went for ink the second time and it got accepted. There are few things that i did before my appointment
1) I took precaution on my part i.e. continuously moisturized my hands, slept with cotton gloves on at night, wore gloves while washing utensils, didn't wash my hands frequently etc.. did all this for a week before the appointment
2) Told the technician that my fingerprints were rejected the first time so that if possible she take extra precaution during fingerprinting.

I am not sure if it was the precaution on my part or the technician or both, but seems to have worked...

Quick question.. on the FD258 form provided by the police station to you, did they fill the "ORI" field? I ask because i got mine done today and they have left it blank. But on the reverse side of the card, it states that ORI is a mandatory field.

I don't remember as it was long back. But you should be okay as is. People do fingerprints even by themselves, so it shouldn't be any big deal at all. Just send whatever they gave you.
