I'm assuming it's a family member or friend. If so, then based on the fact that you have claimed refugee status - CIC will be concerned your family member/friend has plans to do the same. To be approved, that person will have to show extremely strong ties to their home country to demonstrate they have no plans on remaining in Canada long term.why he gonna get refusal?

Personally, given the information on your status and his current age and employment status, I'd say the chances are closer to zero he will get a TRV. The assumption would be he would claim asylum if he enters Canada.he is around 70 so i think he have chances because he is old and cant work
